John's thesis is that in any non-start up business, the standard “operating system” (processes and structures) is built for efficiency as opposed to innovation. The argument is that the best way to implement change/ innovate is to implement a separate operating system which works on a far more Agile basis. Something like splitting team into Operational and Strategic Projects areas.
